Digital Well‑Being for All — Serbia Shapes the Future
All Digital Week mobilises hundreds of organisations across Europe to help citizens gain the digital skills they need for education, employment, and social inclusion. The 2026 theme recognises that Europe’s competitiveness depends not only on technology but also on the emotional, social, and ethical well-being of those who use it.


In 2026, Serbia proudly joins one of Europe’s most important digital empowerment campaigns: All Digital Weeks, running from 9 to 25 March across more than 30 countries. This year, Serbia steps onto the European stage with a clear message: digital transformation must remain human-centered, ethical, and inclusive.

The Media Education Center introduces Digital GUIDE—Governance, Inclusion, Universal Design, and Ethics— Serbia’s new digital philosophy, a commitment to ensuring that our digital progress is not only fast but fair; not only innovative but responsible; not only competitive but caring. To shape the future we want, Serbia is embracing five essential dimensions that place people at the heart of digital transformation.

It begins with Ethics, where we shift our thinking from “What can we build?” to the more responsible question, “What should we build?” It continues with Inclusion and Democratisation, ensuring that every community — regardless of geography, age, or background — has a real voice in shaping digital change.

Strong Governance keeps this transformation transparent and participatory, inviting citizens to take part in decisions that affect their digital lives. Through Education and Training, we strengthen critical digital literacy so that people can navigate technology confidently in everyday life. And with Design for Digital Inclusion, we build systems that welcome participation and leave no one behind.

Together, these five pillars form GUIDE – Governance, Inclusion, Universal Design & Ethics, Serbia’s national compass for All Digital Weeks 2026.
