As AI reshapes how people learn, work, and participate in society, ALTERNATE brings together universities, VET providers, EdTech innovators, municipalities, and civil society to co-create the competencies Europe needs for a resilient democratic future.

At the heart of the project is the development of the Ethical AI Competence Framework for Resilient Citizenship, a European reference model that blends AI literacy, peace education, digital rights, and civic resilience. This framework will drive the creation of new curricula, micro‑credentials, and training programmes for educators, school leaders, youth workers and EdTech developers.

ALTERNATE also pilots a Stakeholder Engagement Toolkit that helps schools, communities and technology providers adopt AI responsibly through participatory design, ethical impact assessment, and transparent communication.

Through transnational testing in the Cities for Peace network, ALTERNATE generates real‑world evidence and policy recommendations that support national and EU‑level skills strategies, contributing directly to the Union of Skills and Europe’s twin transition.

🌟 Why Join the ALTERNATE Alliance?

Joining ALTERNATE means stepping directly into Europe’s conversation about ethical AI and helping shape how our societies learn, think and thrive in the digital age. Partners become co-creators of new curricula and training programs that prepare learners and educators for a future shaped by responsible, human-centric technologies. They gain the opportunity to test innovative solutions in real educational environments and to work side‑by‑side with universities, VET providers, industry leaders and public authorities. By contributing to ALTERNATE, organisations help influence national and European skill strategies and become part of a long-term alliance dedicated to guiding Europe’s digital transformation with integrity, transparency, and democratic values.

🤝 We’re looking for partners who want to lead change.

ALTERNATE is inviting organisations that believe AI in education must be ethical, inclusive and aligned with democratic principles. We welcome higher education institutions working in fields such as AI, pedagogy, digital education, social sciences, and peace studies, as well as VET providers specialising in ICT, media, digital skills, or civic education. Adult learning centres and lifelong learning organisations are equally important contributors to this mission.

We are also seeking EdTech companies, AI developers and innovative SMEs working in digital transformation, data governance or educational technologies—partners ready to co‑design responsible AI solutions with educators and communities.

Municipalities and regional authorities engaged in education, digitalisation or civic participation play a crucial role in bringing ALTERNATE’s work into real-world settings. Civil society organisations active in media literacy, digital rights, peace education, youth empowerment, and civic engagement offer essential perspectives that ensure our work remains grounded in human needs and democratic values.

Networks—whether focused on cities, education, digital innovation or peace—are invited to amplify the project’s reach and help build a truly European movement for ethical AI.

🚀 Join ALTERNATE and help shape Europe’s ethical AI future.

If your organisation is ready to collaborate, innovate, and lead, we would be delighted to connect and explore how we could build this alliance together.

Artificial Learning Technologies for Ethical Resilience: Navigating AI for Transformative Education Empowering Europe to Learn, Think and Thrive with Ethical AI ALTERNATE is a bold new European initiative building a cross-sector alliance to ensure that artificial intelligence in education is ethical, transparent, and human-centric.
